Questions

Editorial discussion prompts inspired by the reports. These are separate from the jury’s formal findings and recommendations.

Civic question

What information would help residents and staff identify which Planning and Building policies are current and how to obtain them?

F8–F9 criticize reliance on institutional knowledge and incomplete or inconsistently organized guidance. This asks about useful information without assuming every division lacks policies.
Why this matters
Visible approval dates, versions and access routes could help distinguish draft, current and superseded documents.

Supporting report

From Policy to Practice: Digging Deeper into the Board of Supervisors Oversight of Planning and Building Services · Findings F8–F9

Civic question

How should the Board explain progress, staffing constraints and delays in preparing department-wide draft and final policies?

R1–R2 set separate draft and final milestones. The supporting draft proposes different dates but is not treated as adopted.
Why this matters
Residents can consider useful oversight information without assuming recommended deadlines were accepted or met.

Supporting report

From Policy to Practice: Digging Deeper into the Board of Supervisors Oversight of Planning and Building Services · Recommendations R1–R2

Civic question

What public guidance would help applicants understand the county and CAL FIRE roles in fire-safe permitting?

R3–R4 seek draft and final procedures for PRC section 4290/Title 14. This asks about understandable roles without resolving disputed enforcement authority.
Why this matters
Clear responsibilities and documentation can help applicants know where to ask questions and obtain decisions.

Supporting report

From Policy to Practice: Digging Deeper into the Board of Supervisors Oversight of Planning and Building Services · Recommendations R3–R4

Civic question

What records or explanations would help residents understand how fire-safe requirements are applied consistently across projects?

F10–F13 raise the jury’s concerns about discretion and consistency. Those concerns are not independent proof of favoritism or unlawful permitting.
Why this matters
Residents can discuss transparency and review mechanisms without presuming misconduct in an individual case.

Supporting report

From Policy to Practice: Digging Deeper into the Board of Supervisors Oversight of Planning and Building Services · Findings F10–F13

Civic question

What follow-up evidence would help residents distinguish a satisfactory written response from completed improvements in public services?

The continuity narrative discusses FCS leadership and ongoing work alongside a table judging a prior response compliant. Its July 8, 2026 response date conflicts with the cover chronology and is not silently corrected.
Why this matters
Response adequacy, implementation and outcomes are different questions; an abbreviated table does not verify all three.

Supporting report

Continuity Compliance Report · Family and Children’s Services narrative and response table

Civic question

How should a continuity review link earlier recommendations, agency explanations and later follow-up so readers can check its conclusions?

The Planning and Building review assesses earlier responses and directs readers to the separate current investigation. Historical excerpts are not new current-cycle recommendations.
Why this matters
Traceable dates and sources can help readers distinguish jury assessments from agency statements and independently verified actions.
