Questions

Editorial discussion prompts inspired by the reports. These are separate from the jury’s formal findings and recommendations.

Civic question

What information would help families understand whether First 5 partnerships provide the services promised in their agreements?

Finding 2 and recommendation 2 call for evaluating partnership MOUs and their services. The question proposes useful reporting without asserting that evaluation has occurred.
Why this matters
Families can compare promised services with accessible evidence while preserving personal information.

Supporting report

A New Look for First 5 · Findings and Recommendations, finding 2/recommendation 2

Civic question

How should First 5 help newly arrived families learn about available resources?

Finding 4 and recommendation 4 identify outreach gaps and propose an outreach program by September 15, 2026. This question invites approaches rather than assuming implementation or overdue status.
Why this matters
Useful communication can help families find support and make outreach priorities visible.

Supporting report

A New Look for First 5 · Findings and Recommendations, finding 4/recommendation 4

Civic question

What would make LAFCo agendas, minutes and supporting records easier for residents to find and use?

F1/R1 address readability, broken links and maintenance responsibility. F3 notes that minutes were linked near the end of drafting; the question does not assume all access problems persist or were fixed.
Why this matters
Findable records help residents follow decisions without needing insider navigation knowledge.

Supporting report

Access and Accountability: An Evaluation of Glenn County LAFCo Website Functionality and Municipal Service Review Practices · Findings F1/F3; Recommendations R1

Civic question

How should LAFCo show which municipal service reviews are planned, underway and completed?

F2/R2 identify review gaps and recommend at least one completed review by December 31, 2026. Appendix proposed duties are plans, not completed reviews.
Why this matters
Clear status information can distinguish planned work from delivered reviews.

Supporting report

Access and Accountability: An Evaluation of Glenn County LAFCo Website Functionality and Municipal Service Review Practices · Findings F2; Recommendations R2

Civic question

What information should explain options and constraints for the South Fork property’s future use?

F2/R2 concern the property and recommend a plan explaining flood-management or other beneficial use by June 30, 2027. This question does not independently establish feasibility, ownership restrictions or completion.
Why this matters
An understandable options discussion can connect public assets with community priorities.

Supporting report

Tradeoffs in the Colusa Basin Drainage District: The Competing Priorities of Water Retention and Flood Management · Findings F2; Recommendations R2

Civic question

How should the District explain its flood-management and groundwater-recharge priorities to residents?

Residents can understand priorities, responsibilities and tradeoffs without treating proposals as completed work.

Supporting report

Tradeoffs in the Colusa Basin Drainage District: The Competing Priorities of Water Retention and Flood Management · Findings F3; Recommendations R1/R3

Civic question

What information should guide funding for a trained Deputy Chief Probation Officer?

F1/R1 identify a second-in-command need and recommend Board funding by October 1, 2026. This question invites consideration of responsibilities and tradeoffs, not an assumption the position was funded.
Why this matters
Clear responsibilities and costs can support informed discussion of service continuity.

Supporting report

Juvenile and Adult Probation · Findings and Recommendations, F1/R1

Civic question

How should Probation explain coverage and training plans when its Chief is absent or eventually retires?

Discussion describes delegation and succession concerns, while F1/R1 propose a trained second-in-command. The question invites planning information without claiming current staff cannot perform any particular task.
Why this matters
Residents can understand continuity safeguards without disclosing individual probation cases.
