A New Look for First 5
The jury examines First 5 Glenn’s leadership transition, financial controls, partnerships and outreach. Five findings and five recommendations address employee/partnership evaluations, commissioner-applicant notification, outreach and orientation materials. First 5 uses bare source labels 1–5 in each finding/recommendation column; these are preserved by item kind. The report requests the Director and Board of Commissioners respond to all items and the County Board to #3. Favorable financial forecasts and new practices are reported observations, not independently verified results or implementation of these recommendations. This unchanged annual original contains the section on physical PDF pages 14–22 (printed 1–9), with formal items on physical 20–21.

Access and Accountability: An Evaluation of Glenn County LAFCo Website Functionality and Municipal Service Review Practices
The jury examines broken website links, meeting-minute access and municipal service review (MSR) completion. Three findings and two recommendations call for clear web-maintenance responsibility, improved access and at least one completed MSR by December 31, 2026. F3 is a formal commendation noting minutes were linked near the end of drafting; it does not establish that all website issues were resolved. The appendix preserves completed-review listings and proposed work, not proof that proposed reviews were finished. This unchanged annual original contains the section on physical PDF pages 23–30 (printed 10–17); all formal items are on physical 28 (printed 15).

Tradeoffs in the Colusa Basin Drainage District: The Competing Priorities of Water Retention and Flood Management
The jury examines the balance between groundwater recharge and flood management, the South Fork property and public information. Three findings and three recommendations call for a statutory-compliance report, an explanation of the property’s future use and website updates by June 30, 2027. Causal flooding claims, property-use conclusions and legal-compliance assertions remain attributed to the jury, not independently verified determinations. The source requests both the District Board and Glenn County Board respond to R1–R3 within 90 days. This unchanged annual original contains the section on physical PDF pages 31–36 (printed 18–23), with formal items on physical 35 (printed 22).
2025–2026 report
Juvenile and Adult Probation
The jury describes supervision, youth placements, assessments and community programs while identifying a leadership-capacity concern. One finding and one recommendation call for funding a trained Deputy Chief Probation Officer by October 1, 2026. Discussion includes both juvenile and adult probation despite the shorter contents heading “Juvenile Probation.” Program statistics and positive impressions are source descriptions, not independent causal evidence of rehabilitation outcomes. Required respondents are the Chief Probation Officer and County Board. This unchanged annual original contains the section on physical PDF pages 37–47 (printed 24–34), with the formal items on physical 47 (printed 34).

Detention Facility Inquiry Statement: Glenn County Jail
The jury describes its November 12, 2025 tour and review of a BSCC follow-up, and states it found no reason for a full jail investigation. This inquiry has no formal findings or recommendations. Its broad compliance language is the jury’s observation, not an independent comprehensive certification. The attached BSCC letter at physical page 59 concerns a focused safety-check follow-up under Title 15, Regulation 1027.5, not every jail condition and not a response to a new jury recommendation. This unchanged annual original contains the inquiry on physical PDF pages 48–49 (printed 35–36) and retains the BSCC attachment.

Response to the 2024–2025 Glenn County Civil Grand Jury Report
This is the current jury’s review of earlier-cycle responses, not agency responses to the 2025–2026 investigations. The review has no new formal finding/recommendation section. Its narrative says requested responses were not received while acknowledging letters; attached Board and Sheriff letters explicitly address earlier report items. A table is labeled 2023–2024 within the 2024–2025 review. These source inconsistencies are retained, not converted into independent nonresponse or legal-compliance conclusions. This unchanged annual original preserves the section divider on physical PDF page 50, review on 51–52, earlier-cycle letters on 53–58 and focused BSCC letter on 59. No earlier items or letters are counted as current-cycle findings or response audits.
