This is the current jury’s review of earlier-cycle responses, not agency responses to the 2025–2026 investigations. The review has no new formal finding/recommendation section. Its narrative says requested responses were not received while acknowledging letters; attached Board and Sheriff letters explicitly address earlier report items. A table is labeled 2023–2024 within the 2024–2025 review. These source inconsistencies are retained, not converted into independent nonresponse or legal-compliance conclusions. This unchanged annual original preserves the section divider on physical PDF page 50, review on 51–52, earlier-cycle letters on 53–58 and focused BSCC letter on 59. No earlier items or letters are counted as current-cycle findings or response audits.
