Tehama County · 2025–2026 Civil Grand Jury

Intimidation, Bullying and Undermining in the Workplace

Physical PDF pages 14–28 (printed 12–26) examine workplace disputes involving the Sheriff, county administration, Public Works and public meetings. The jury attributes damaged morale and operations to conflict, intimidation and retaliation; these are source-attributed investigative conclusions, not independent adjudications. Importantly, F3 explicitly says the jury found no conclusive direct evidence that Public Works managers were coerced to reverse their position on a consultant contract. Eighteen formal findings span PDF pages 25–27. Six recommendations on page 27 propose neutral mediation, conflict-resolution and anti-retaliation training, an independent complaint process, attention to departmental responsibilities and display of the public code of conduct. The report acknowledges the right to criticize government; discussion here does not endorse restricting protected speech. Required and invited responses are item-specific on pages 27–28; one juror’s recusal is disclosed. No verified current-cycle response was supplied, and no allegation is treated as a proven criminal offense or implemented remedy.
