Code Enforcement: Not Living up to Code
Nine findings and eight recommendations address complaint handling, workplace culture, leave, promotion, consistency of enforcement and management communication. Claims about retaliation, influence and possible employment-law violations are the jury’s account, not adjudicated misconduct. The September 22 adopted Board response disputes most findings, claims existing training and other practices are implemented, and proposes manual updates and survey follow-up. Implementation statements are not independently verified. The June 8 cover differs from the explicit June 17 issued and June 24 public dates.
