Banning: A City Alarmingly Mismanaged
Eight findings and nine recommendations examine the Electric Utility, financial controls, billing, personnel and planning. Alleged transfers, disputed fund balances and employment matters are not independent legal or financial rulings. Five separately signed August 14 responses from the Mayor, Mayor Pro Tem, two Council Members and City Manager use substantially the same substantive text; each is attributed to its own signatory, not counted as five independent corroborations. They dispute several premises, acknowledge financial pressures and distinguish existing work, future actions and a software refusal. The report’s June 8 cover differs from its June 17 issued and June 24 public dates.
