Consistent personnel standards

How should countywide personnel standards accommodate legitimate departmental needs while avoiding inconsistent treatment?

R1–R2 seek a common nepotism standard and a clearer definition of department head while allowing nonconflicting supplemental procedures. The question does not decide the policies’ legal hierarchy.

Why this matters

Clear scope and consistent procedures can reduce ambiguity for staff, elected leaders and residents.
