Recommendation R2
The Board of Supervisors direct the Director of Public Works/County Engineer to conduct a documented cost-benefit analysis of the County’s ¾-inch Type B aggregate asphalt specification compared with alternative mix options, including mixes compatible with those produced at the local plant. (1) The analysis should include evaluation of whether aligning mix specifications, in whole or in part, with the dominant plant production mix would reduce delays and lifecycle costs without materially compromising pavement durability under local traffic and climate conditions. (2) The analysis should consider production changeover costs, crew delays, overtime, seasonal constraints, and pavement performance history. Suggested completion date May 1, 2027.
