The City disputes some findings and sets several implementation/analysis dates in 2027. Citations use the unchanged 18-page English final report dated June 8, 2026. Spanish standalone and embedded annual translation retain a draft cover; neither replaces the final English inventory.

Lapsed Leadership: St. Helena’s Problematic Pipes and Murky Waters
Investigates water-quality complaints, distribution infrastructure, rate revenues, outside-service agreements and governance. Seven findings and five recommendations call for assessment, rehabilitation planning, complaint reporting, rate evaluation and training. The City partially disagrees with all findings, supplies detailed rebuttals and identifies future analysis milestones. Water-safety, financial, legal and causal assertions remain source claims, not independent determinations. Citations use the unchanged 40-page English final report dated June 24, 2026.
