The MCSO, in consultation with municipal law enforcement agencies, establish a written booking performance measurement framework defining key data elements (including average booking duration, peak booking duration, staffing-related variance, and surge-event performance), calculation methodology, and quarterly reporting intervals, by December 31, 2026.
