Emergency Radio Coverage Gaps Impacting Monterey County Fire Agencies

The jury examines emergency radio coverage, equipment costs and coordination among fire agencies. Three findings and three recommendations address coverage-improvement planning, funding analysis and equipment assistance. The reported 42% digital and 18% analog gaps concern geographic area, not the proportion of residents without service; different technologies, service boundaries and coverage measures must not be treated as interchangeable. The court’s 22-page English report supplies the formal-item citations. Spanish and 28-page Board-attachment versions remain available unchanged, with their own pagination. A supplied Board order records that the June 16, 2026 item was continued. The proposed response is retained as draft context, not a verified final agency position or evidence of completed improvements.

Monterey County Jail Booking Procedures

The jury examines booking throughput, medical clearance, intake layout, data entry and coordination with arresting agencies. Eight findings and eight recommendations call for shared performance measures, evaluation of the January 2026 medical-provider transition, written procedures and feasibility assessments. The report acknowledges increased staffing and processing capacity while stating that long-term effects have not been fully evaluated. Historical delays and selected observations are not a measured current average for every booking. Privacy, medical screening and hospital referrals remain operational constraints. Formal citations use the 16-page English court copy; its Spanish edition has different item pagination. No verified final response to this report is supplied; absence from this source package does not establish nonresponse or lateness.

Seawater Intrusion - A Shared Problem in Monterey County

The jury examines seawater intrusion in coastal Salinas Valley aquifers and the movement of proposed basin-scale projects from study to implementation. Four findings and four recommendations address project schedules, infrastructure options, funding and cost allocation. Existing recycled-water and river-diversion projects are acknowledged; the report does not say that no mitigation infrastructure exists. Its discussion of the 2040 sustainability deadline and possible State intervention is not a finding that Monterey is already under State probation or pumping restrictions. Formal citations use the 34-page English court copy; Spanish and agency-index variants remain unchanged. A June 23, 2026 Board order authorized filing, but the supplied proposed joint response remains draft context: independently verified final text and filing are not supplied.
