Recommendation 26-2
Within 120 days, the City of Oakland (City Council) should enact legislation regulating private junk haulers similar to the city’s ordinance regulating construction and demolition debris haulers, including registration requirements, prohibitions on the use of unlicensed haulers, the creation of a public list of licensed haulers, and a requirement that haulers provide proof of proper disposal to the city.

Agency position unclearSays partially implemented through a public licensed-hauler list; rejects a purely local solution and pursues regional or statewide regulation because haulers cross boundaries.
Read official response · PDF page 2Engages the proposed local model with an alternative approach, but does not promise all requested local licensing and disposal-proof provisions or a completion date.
- Continue regional and state work toward a broader hauler registry and enforcement system. Owner: City Administrator’s Office and Oakland Public Works. Timing: Not specified.
