The Ventura County Civil Grand Jury found that the City of Ojai issued a series of findings on page 20 of Resolution No. 25-19 dated May 27, 2025, to justify the awarding of a contract to DignityMoves as its sole source development manager on May 27, 2025, without conducting a fair and competitive selection process.
