The Ventura County Civil Grand Jury finds that with a demonstrated benefit to cost ratio of Arundo eradication, lack of a countywide Arundo eradication plan results in wasted taxpayer money, groundwater waste, native habitat destruction, and increased fire hazards resulting in increased liability exposure to the county.
