Communication
Physical PDF pages 37–41 (printed 35–39) examine information-sharing and conflict escalation among county leaders. Seven findings on page 40 attribute communication problems to inconsistent formal channels, unclear protocols, conflicting information and distrust. Four recommendations on pages 40–41 call for response and escalation standards, guidelines for official use of informal or public channels, leadership training and early internal resolution. These are jury assessments and proposals, not proof that a particular protocol now operates or that every disputed factual claim is correct. The required-response section identifies the Board for F1/F7 and R1–R4 and the Sheriff for F1/F2; it does not request every item from every agency. No verified current-cycle response was supplied. The unchanged consolidated PDF preserves the investigation’s full context and distinguishes it from historical response letters reproduced later in the annual.
