The Grand Jury recommends the Commission direct the Executive Officer to review and evaluate the staffing levels and budgets of other comparable LAFCOs to gain a better understanding of what can be accomplished within staffing and budgetary constraints and provide a written report with findings and recommendations to the Commission by 3/31/27.
