The Grand Jury recommends the Commission direct the Executive Officer to create a strategic plan to execute Sphere of Influence updates and Municipal Service Reviews to comply with the legal opinion obtained per Recommendation 1 of this report. This plan should be presented to the Commission for consideration by 12/31/2026.
