Findings and Recommendations
The Grand Jury recommends the Board of Supervisors instruct Child Protective Services to ensure that Welcome Home staff receive additional training no later than October 31, 2026, regarding: • Application of the Reasonable and Prudent Parent Standard, and • The identification and prevention of exploitation of foster youth.
