Findings and Recommendations
The Sacramento Welcome Homes are an inappropriate placement for sexually exploited youth and youth who are at risk of sexual exploitation, because Temporary Shelter Care Facilities are not a therapeutic setting. As such, the Welcome Homes do not restrict movement leaving youth unsafe and vulnerable. (R3a, R3b)
