Code Compliance for Economic Development
The June 24, 2026 investigation examines complaint-driven enforcement, fragmented authority, limited staffing and funding, and blight in unincorporated communities. Seven findings and five recommendations address a standing steering committee, risk-based priorities, a DMV vehicle-abatement feasibility study, a rural advisory-council pilot, gauging interest in a parcel assessment tax, and a strategic compliance plan. The report’s no-General-Fund-risk and grant-eligibility statements are jury conclusions, not independently verified fiscal or legal determinations. The Board is named as required respondent for F3–F7/R1–R5; other departments are invited to respond. No current-cycle response is supplied, which does not establish nonresponse. This unchanged 27-page annual original contains the investigation, bibliography and appendices on physical PDF pages 5–24 (printed pages 1–20).

Detention Facility Inquiry Statement
The June 24, 2026 statement records a December 3, 2025 tour of the Modoc County Jail and three interviews. It distinguishes a statutory inquiry from a full investigation and states that the jury fulfilled its inquiry obligation. It contains no formal findings or recommendations and does not establish that every jail condition was investigated or found compliant. This unchanged 27-page annual original contains the statement on physical PDF page 25 (printed page 21), alongside front matter, the code-compliance investigation and a blank citizen complaint form.
