2025–2026 report

Better Service at Lower Cost — Optimizing Essential Services for the Future of Marin

The June 11, 2026 Grand Jury report examines collaboration, shared administrative services and possible consolidation among Marin special districts. Based on interviews, district documents, board meetings and comparative information, the jury attributes duplication, uneven pricing and resilience risks to fragmented service delivery. It recognizes dedicated staff, existing service strengths, local-control concerns and labor, pension and funding barriers; consolidation is not proposed as suitable for every district. Seven findings and nine recommendations on PDF pages 10–11 call for exploration meetings, shared services, comparable performance measures, progress reporting, compensation transparency and consideration of term limits. Appendices contain salary examples, a board-expense disclosure example and a phased stakeholder action table, not additional numbered findings. The required-response section refers to F1–F8, although the formal findings end at F7; no F8 is invented. This unchanged 18-page original was collected from a Board agenda attachment labeled SUMMARY, but contains the complete titled report and appendices. Separate agenda documents are supporting material: the response remains an unsigned proposal, not a verified executed or filed response, despite recorded Board adoption. Other current-cycle reports and final agency responses remain source gaps because the county report/response index was inaccessible; this coverage is not a complete annual inventory.
