Response synthesis and audit

Board response and quoted Sheriff response to Madera County Jail

The board explicitly agrees with both findings and recommendations. Its approved response quotes the Sheriff’s plans for CalAIM implementation in September 2026 and the SB1022 mental health expansion, with completion anticipated in 18–24 months. The Sheriff’s quoted statements imply acceptance but do not explicitly agree or disagree with the findings. These are agency statements, not verified implementation results.

How to read this audit

This original board packet is the single jail audit source. Its June 16 minute order on PDF page 1 records approval; the letter on PDF pages 3–4 explicitly agrees with findings and quotes the Sheriff’s substantive May 20 response under the recommendations. Separate Sheriff audit rows assess those quoted statements, not the board’s position. The original Sheriff letter, stamped received May 26, is linked separately and was fully reviewed to verify attribution and context. All jail audit page links point to this unchanged board packet, not the standalone Sheriff PDF. Physical PDF pages are used. Finding assessments derive from stated-position and disagreement-elements scores, not the truth of agency claims or legal compliance; a low label does not mean relevant discussion is absent. Recommendation audits distinguish future plans from completed implementation.

Item-by-item review

Findings and recommendations

Assessments describe whether the response engages each cited item. Finding scores separately describe statutory-elements completeness under California Penal Code § 933.05(a) and public usefulness. They do not independently verify the response or constitute a legal conclusion.
