Recommendation R2.10.3
To help supervisors and managers of DCFS and DMH support their subordinates more effectively: DCFS and DMH should conduct bottom-up or 360-degree performance reviews. Bottom-up reviews allow a subordinate to provide feedback about a superior’s effectiveness as their boss. The 360-degree reviews extend it further to include reviews of peers and subordinates. These can be done formally or informally, as long as subordinates feel safe about giving their honest feedback without fear of backlash from their superiors.

Agency position unclearFor the shared supervisory-support objective, DCFS claims limited 360-degree reviews among some senior managers and requires analysis before expansion, favoring anonymity. DMH disagrees, citing meet-and-confer obligations, and only says it may explore optional non-evaluative feedback. These are distinct department positions, not joint implementation or an adopted expansion.
