The Council establish a formal plan and framework for training, to include onboarding materials for elected officials, department heads, and administrative officers, to meet the requirements of AB 1234 and SB 827 (ethics, the Brown Act, conflict-of- interest, fiscal and financial training), by December 31, 2026.
