Esparto Fireworks Explosion: Officials Knew, None Acted

The jury examines local oversight before the July 1, 2025 Esparto fireworks explosion that killed seven people. It alleges failures involving code enforcement, fire-district coordination, resources, training and outside employment. Those are jury findings, not court determinations of criminal guilt or proof of individual motive. The report acknowledges that it could not definitively determine why follow-up did not occur and limits its individual-officer inquiry amid parallel investigations. Twenty findings and sixteen recommendations address fire coordination, enforcement systems and Sheriff oversight. Three later response packets dispute material conclusions or propose changes; later indictments described by respondents remain allegations, not convictions. Individual-report physical pages 22–26 are the formal source; the complete annual compilation remains separately available.
